Why aid agencies so difficult?

We have a 11 months old English Bulldog and are anxious to get his game partner. Instead of returning to our breeder or petstore we decided to try his luck in the relief organizations. I think many of these places and, basically, you want your first child to adopt a dog / puppy that nobody else wants. I understand they want to find a good home, but why so many regulations and stipulations? Most online sites say they are not taken outside the area or state. I am also in Ohio JR ~ You're the reason why so many of us to decide cons rescues and shelters. If this is not rude, but once you adopt an animal of your business what happens after that. I just wanted a kitten and went to a place of rescue. There were so information I wanted and have to visit, and it does not bother me too much, but the information they needed before they talk to me! I found a stray dog free, which is pale at the base and shot very well.
