Bag Towel

Sow seeds in a damp paper towel placed in a plastic bag .. no holes need airbags?

I'm going to grow plants green peppers. I placed the seeds in a damp paper towel and put the towel in a plastic bag. The question is ... Is it necessary openings of air bag or not. I did not put no because I thought the plastic bag that aid in the greenhouse, you need to make the seeds open ...... but the plants need air to grow .. that? I lost someone .. What should I do. They are just going to stay in the bag until the roots begin to grow some will germinate when the answer is no. Once germination is removed from the bag. But for the pepper plants, just put the seeds in peat pots or smaller containers of moist (not wet) soil and kept in a warm place until seedlings emerge.
