1) Russia. 2) James Chalmers, December 1837, sent a letter outlining its proposals for Robert Wallace MP for Greenock. He also presented a test for a proposed seal adhesive and the cancellation of the device that appeared on 8 February 1838. It also contains illustrations of a penny and two pence values.
